YouTube Policy Update: Qualified Watch Hours 2027

YouTube doubled the entry bar for ad revenue. New channels will need 8,000 qualified watch hours in a year, or 20 million qualified Shorts views in 90 days. The change was announced on 10 August 2026 and starts on 1 February 2027. Channels already in the YouTube Partner Program do not have to requalify.

The bigger story is the word “qualified.” YouTube now spells out which hours and views count. Some of the views you see in Studio today will not count toward the new bar.

The headline is the counting rule, not the doubled number. Both matter, but only one changes how you publish.

What changed on 10 August 2026

YouTube raised the entry bar for the tier that pays ad revenue. Everything else about that tier stayed the same.

YouTube gave one reason: scale. The platform now sees over 200 billion Shorts views a day. The old bar was set in a much smaller Shorts feed.

The lower tier did not move. Fan Funding still opens at 500 subscribers with 3,000 watch hours or 3 million Shorts views. If you are early, your first goal is unchanged.

Each route to ad revenue doubles on the same day. The subscriber count stays at 1,000.

What counts as a qualified watch hour

A qualified watch hour comes from a public long-form video or an archived live stream. Podcasts count as long-form. That is the whole list.

Here is what YouTube says does not count.

Two of those catch people out.

Shorts watch time never counts as a watch hour. You could get 50 million minutes on Shorts and still sit at zero watch hours. Shorts have their own route, measured in views. You cannot mix the two.

Deleting old videos deletes their hours. A lot of creators clean up early uploads before applying. Those hours go with them. Set weak videos to private only after you are in, or leave them public and unlisted from your feed.

What counts as a qualified Shorts view

This is the part that matters most for short-form creators. A qualified Shorts view has to be a public Short and an engaged view.

An engaged view means the viewer stayed past the first few seconds. YouTube says loops do not count. Watching your Short five times in a row is one view, not five.

Twenty million engaged views in 90 days is a real number. It helps to see it as a daily target.

Read the last row first. Staying in the program is not hard. Getting in through Shorts alone is hard, and it just got twice as hard.

Same destination, very different climbs. For most channels the long-form route is the softer one.

That is why most Shorts channels should not treat Shorts as the only route. Use Shorts to find the topics people care about. Then turn the winners into long-form videos, where 8,000 hours is a much softer target than 20 million views. A single 10-minute video watched to the end by 48,000 people clears the whole bar.

The two rules that apply to everyone

Two changes hit existing partners as well, not just new applicants. Both start on 1 February 2027.

Shorts revenue now has an ongoing bar. To earn from the Shorts Creator Pool in a given month, a channel needs 10 million qualified Shorts views in the last 90 days. Fall below it and you stay in the Partner Program. You keep earning on long-form. Shorts revenue restarts on its own once you cross back over.

There is a clearer activity rule. A channel counts as active with any one of these: 1,000 qualified watch hours in 365 days, 1 million qualified Shorts views in 90 days, or 2 long-form videos or 5 Shorts every 90 days. Drop below and YouTube gives a 90-day window to recover.

Existing partners also need to accept the revised terms in YouTube Studio by 31 January 2027. That is a checkbox, not a hurdle, but missing it pauses earnings.

This is not an anti-AI rule

Nothing in the August announcement mentions AI. The thresholds are numbers, and numbers do not care what tool made the video.

It is easy to read every YouTube update as a crackdown on AI video. That reading has been wrong all year. In July 2026 YouTube rewrote its inauthentic content guidance, and the plainest thing in it was this: AI tools are allowed, including Google’s own. Put the two updates side by side and the direction is obvious.

Both filter for the same thing. Did a person watch, and did they stay? An engaged view is a vote. A loop is not. A 4,000-hour bar that anyone can hit with cheap volume is not much of a filter. An 8,000-hour bar made of qualified hours is.

Where AI video clearly adds value

Some jobs are genuinely better done with generated video. Not cheaper. Better.

Showing what cannot be filmed. Nobody can film what happens inside an artery during a heart attack. No camera fits there. Generated video is the only honest way to show it, and medical illustrators have drawn these things for a century for the same reason. Our anatomy video guide walks through that format.

Explaining an idea to a child. Take the difference between a plateau and a mountain. A child needs to see one flat top and one peak, side by side, at the same scale, from the same angle. No stock library holds that exact pair. A generated shot does the job in one frame, and the explainer video generator is built for it.

Making one clear thing many times. A safety briefing in nine languages. A product update every week. The value is consistency, and a human crew is the wrong tool for it.

Notice what these have in common. In each case the viewer gets something they could not get otherwise. That is the test. It is also, word for word, the test YouTube’s policy applies.

The failing cases are just as clear. A slideshow with a robot voice reading a scraped article adds nothing. A fake animal rescue adds nothing. Neither is bad because AI touched it. Both are bad because a person watched and got nothing back.

Every new medium goes through this

The pattern is old and it is boring.

A cheap new way to make something arrives. The first wave floods the channel with junk, because junk is now free to produce. Audiences get tired. The platform tightens the rules. The junk stops paying. Then the people who were using the tool for real work keep going, with less noise to fight through.

Email had it. Blogs had it, and the content farms of 2011 got cleared out by Google’s Panda update. Mobile app stores had it. Stock photography had it. Every single time, the tool was not banned. The lazy use of it stopped paying.

AI video is somewhere in the middle of that curve right now. The August threshold change and the July policy rewrite are both the tightening step. That step is uncomfortable if you were shipping volume. It is good news if you were not, because the bar you compete against just got harder for everyone else to clear.

What to do before 1 February 2027

Six things, in order of how much they matter.

  1. Apply now if you are close. The 4,000 hour and 10 million view bars stand until 1 February 2027. If you are within reach, get in before the change. Existing partners are not asked to requalify.
  2. Stop deleting old videos. Their hours count while they are public. Clean up your channel after you are accepted, not before.
  3. Stop optimising for loops. Loops do not count as qualified views. Spend that effort on the first three seconds instead.
  4. Add a long-form route. Take your best Short, make a 6 to 10 minute version, and archive your live streams. Eight thousand hours is easier to reach than 20 million views for almost everyone.
  5. Check the value question on each video. What does a viewer walk away with? If the honest answer is nothing, no thumbnail fixes that.
  6. Accept the new terms in Studio if you are already a partner. The deadline is 31 January 2027.

None of that is about which tool you use. All of it is about whether people stay.

Does Shorts watch time count toward the 8,000 watch hours?

No. Shorts watch time never counts toward the watch hour threshold. Shorts have a separate route into the Partner Program, measured in qualified views rather than hours. You have to clear one route or the other, not a mix of both.

Do I lose monetization if I am already in the YouTube Partner Program?

No. YouTube says the new entry thresholds do not affect creators already in YPP. You are not asked to requalify at 8,000 hours or 20 million views. Two things do apply to you from 1 February 2027. You need 10 million qualified Shorts views in 90 days to earn from the Shorts Creator Pool that month. You also need to accept the revised terms in YouTube Studio by 31 January 2027.

When do the new YouTube monetization requirements start?

1 February 2027. YouTube announced the change on 10 August 2026, which gives new creators most of a year at the current 4,000 hour and 10 million view bars.

Is YouTube banning AI-generated videos?

No. YouTube’s policy permits AI tools, including Google’s own. The August 2026 threshold change says nothing about AI at all. What YouTube demonetizes is mass-produced or repetitive content where nobody made real creative choices, which is a rule about effort and value, not about tools.

Can an AI Shorts channel still get monetized in 2027?

Yes, on the same terms as any other channel. The bar is higher and the counting is stricter, so cheap volume works less well than it did. A channel that holds attention past the first three seconds clears qualified views the same way a filmed channel does.

What is the fastest route to monetization now?

For most creators it is long-form, not Shorts. Eight thousand qualified watch hours is roughly 48,000 people finishing a 10-minute video.
